Eligible club refuses to enter AFC Competition
12.12. If an eligible club refuses to enter an AFC Competition, despite being licensed and
meeting the sporting criteria, the slot allocated to its MA shall be annulled,
regardless of whether it is a direct slot or playoff slot.

2019年ACLで、仮に日本のクラブが辞退した場合、その出場枠は次点の協会に割り振られますので、たぶんニューカッスルかチェンライになってたんじゃないでしょうか。
